This is a usability question...

Is it better to underline the whole link, or just use Windows style, with the access key letter underlined?

Probably, as for whether an underline is pulled to a link, it will be good to leave user style sheets.

That is, I consider that it is better not to set up `text-decoration` property. In this case, since an underline may be pulled depending on environment, an access key is expressed with another means.
