Netscape 4.08 & CSS Fonts Question

If you have a design that absolutely depends on a fixed font size relative to the user's screen resolution, how can it display properly in both netscape 4.08 and also have the CSS support if loaded in a newer browser? Is it impossible to have best of both worlds?

Why doesn't it work in NN4? I can't see why it wouldn't...
Want to explain?
