Help with how to format a CSS file

I am controlling my site style through a CSS file linked to every page. My question is whether I should include the <style> tags at the beginning and end of the file? Does it even matter?

If you mean in the external CSS file (myfile.css), then no - you do not include the <style type="text/css"> tag. This is an html tag that tells the browser that what comes between <style> and </style> is css information.
