Are sites bidding on the exact phrase 'X Y' guaranteed to be listed above broad matches? What governs the positions made up from the mix of broad matching of 'X' & 'Y'? Is there any documentation about broad matching anywhere?

| No, it's based on adrank. However, the theory is that "exact matches" generally have higher CTR's (and therefore higher adrank) because of their precise targetting. arran.
