I have low volume keywords that do well and never went inactive. quality is quality. It just depends how long it takes to prove it. 50% at 10 clicks isnt as good as %50 at 1000 clicks, but you won't be penalized for not getting volume. It will just take longer to prove your quality. In my experience, they don't hurt anything.
