New keywords not showing
"CTR too low"

I added a bunch of new keywords and noticed something weird. Some of them don't get impressions and when I use the diagnostics tool I get the message that the CTR for these keywords is too low.

How is this possible?

I've never used these keywords before so why does Google decide not to show them? Is there perhaps some algorithm that guesstimates the CTR of new keywords?

Have you tried tinkering with the max bid? It might be that google decided the content, ad, etc don't meet the quality score that they've created for those KWs.
