CTR for content-targeted ads
What's a good CTR?

For a group of ads, I'm getting 0.85% CTR on SERP ads and 0.09% CTR on C-T ads. Are my ads doing as well as they should when they're displayed as C-T ads? How do I tell whether my CTR is high enough for my ads to be displayed?

I think that everyone is seeing lower CTR's for the content ads.

To early to say anything about it yet. Bottom line will always be the three letter word: ROI.

I could be wrong, but I remember Google was hinting that could/should be better with content ads. My hunch is that content ads will be a welcome addition with less CTR and less ROI, but so what, if it does not disturb your normal search ads/rankings/qualifications?
