AdWords counts every single click, or every unique visitor?

Hi. I was just wondering whether the AdWords counts every single click, or every unique visitor? The reason I am asking is because an add recently appeared, under the keywords SoF2 map (Soldier of Fortune 2 is a retail game by Raven software), which states:

Download SOF 2 Free with
KaZaA Gold file sharing software
Free Today

Ok, so these people are not only pushing warez, they are willing to pay to push it. Some of the players of the game have decided this is not on (rightfully so imo), and are on a clicking spree with that add, hoping to make the add so damn expensive they will regret it. Will this in fact work?

The other question is, if this were brought to google's attention, would it be removed?

From my experiences, i've found it to track every click, rather than unique's, bit of a down fall, can cost some a lot of money.
