What determines "at risk"

What are keywords labeled "at risk" for? Low click thru rates and budget limits are all I can think of, yet I have keywords performing fine for both and are still labeled "at risk".

Keyword status is based on your CTR rate only on G's site. Partner and content sites don't matter. There is no way to see your exact ctr on G's site alone. So if you get a 10% CTR rate at AOL, but only a 0.3% on G, your work will be listed 'at risk' even though your overall CTR rate could be quite high.

0.5% is the benchmark for first place, the necessary CTR for other positions is slightly lower.

I haven't done much with adwords since about October and logged in to find all this new keyword stuff..
