According to:

"UK webmasters using Google’s Adwords service to promote their websites will see a price increase from 22 January." But according to:
https://adwords.google.com/select/faq/budget.html#vat "All AdWords accounts with EU billing addresses will be subject to VAT after the new rules take effect as of July the 1st 2003" Any experience?

That article is just saying that Google are going to start charging VAT at the Irish rate (19%) rather than the local rate (for people in the UK, 17.5%), if you're based in the EU. So yes, they've been charging VAT since July 1st, just not at the higher Irish rate.
