Is this website doing something dodgy with PR?

On most websites, if you click to go from one PR4 page to another, you'll see that the PageRank bar drops from 4 to zero for an instant before going back up to 4 again when then new page is served.

I'm having a look for link partners at the moment and I came across this site.

On this site, all the main directory pages seem to have PR4 but when you click to move from the main page to any sub-page, there is no momentary drop in PR. It may have something to do with the fact that I don't have a Chinese language pack installed, but I'd be curious if anyone can help my continuing education by telling me if there is some dubious practice going on here?

Looking around, another site where EVERY page has PR4 but again no movement in toolbar PR when moving from page to page. And this site doesn't have the complication of the overseas language pack obscuring the issue.

I'm sure there is something very dodgy going on here and I'm hoping someone who is knowledgable can please say what it is. The site in question (maybe part of the same stable as the first site I mentioned above) is:
