Toolbar serving iframe, based upon keywords, is this a good proposition?

I recieved an email from a company saying I can buy keywords from them and here is what I gather from their site. They have users that install their toolbar and when the user search's major search engines your website shows up in an iframe thing above the regular search engine results when your bought keyword is used.

Isn't this illegal? They also claim to have over 20 million users...

Could someone let me know if this is a scam?

I ran away...it's spyware checked into the site and they have 1,000s of different urls that come and go.

the problem with companies such is this is not that they are spyware, BUT that their spyware isn't downloaded enough for it to be effective...i.e. if only 20 people have the spyware running in the background on their computers or if only 1000 do then how the heck are your so called first result keywords that you buy even going to get you any traffic? it's comparable to a yellow pages that no one uses....
