Outbound anchor text to help in keyword positioning?

I wonder if it makes sense:
you optimize for "big widgets" and use, say, "best big widgets" as an anchor text for your links. When you exchange links with on-topic sites other guys ask you to place their links with texts "great big widgets", "buy big widgets", "find big widgets", etc, - so does having outbounds on your page with the anchor text that includes your targeted keywords help increase your positions on these keywords.

In other words do SE's factor keywords in link text for the page where this link is located as well as for the page where this link points too?
