Best way to fit content pages into a professional site
Making a 1-page 'topic paper' for each keyword combo

First of all let me say thanks to Brett and everyone else here for the valuable educational opportunity you are giving me here with these forums.

I'm working on a plan to promote the site of my friend who is a software & web developer in India & would appreciate any feedback on what I am considering.

There are about 25 or 30 keyword phrases I have found that appear relevant and hopefully attainable with some work. I can find perhaps 4 or 5 pages of the existing site that I could devote to a key phrase, but I still need at least 20 more pages devoted to keyphrases so I am planning to write a group of 20+ short 'topic papers' targeting single keyphrases.

I will directly link to all 20 or more 'topic papers' from the main nav bar of each page of the site by using a drop-down menu containing all 20+ links under the heading 'topic papers'. I'm planning to put a link or two in each paper to sites ranked #1 or #2 for that keyword phrase & we'll work on requesting topical inbound links to each page as time goes on.

There is a concern & some questions I have though, & would be grateful for any insights:

1. Each 'topic paper' page will have original (hopefully good quality) content, but still it will be obvious that I'm targeting key phrases. When the SE robots see these 20+ pages each titled, labeled, and optimized for "[snip]","[snip]", [snip], "[snip]", "[snip]", etc. are they going to view this as manipulation?

2. Also, can I combine several phrases into each page and do just as well or am I better off keeping each page targeted at just one phrase?

3. The really important big-traffic phrases - should I try to rank the index page for those? Or should I use a topical article? Most of the competitors have their index pages ranked I notice, but usually only for that 1 phrase. Right now I'm planning to just try to rank the home page for the single most important phrase.

4. Is there any benefit to trying to rank several pages on the same site for the same keyphrase so you can experiment with different methods? Or is this just diluting your pagerank?
