Spidering brand new site.
New to Web optimization.

Hi,
I am new in this field.I am presently working on a project to optimize a website.I have got the domain and hosting done.Now I am little worried about what to put.I read about META-Tags and Spidering , including robots.txt.

My Question is :Should I first submit for search engine/allow spider to detect the site and then optimize my website OR Should I first optimize the site and then get spidered by
meta name Robots"...
content: index, follow.
so that I come up on search engine with better PR.

Any info or suggestion is wonderfull for me.
