Why would you pay for traffic?
If they're paid to click, what's the point?

I see all these sites that guarantee thousands of hits to my site, but I know that the hits are worthless, because the people are paid to click your site, and keep it open for a specific time period. These people aren't interested in my content, and more imortantly, aren't going to click my Google ads.

How are websites profiting from these empty visits?

Because there are still advertisers that are willing to pay for it. Simple as that.
