Best way to reference main page: "" or "/" or ...?

I've been using <a href="">Home</a> but I've seen sites that use a slash. What's the safest one? When I load my site in Lynx the Home link goes up to the <link rel "start"> link instead of going straight to the homepage.

BTW, I do have the <base href> set at the top.

The way you are doing it without the slash is easier, but one is just as safe as the other.
