Is there an equivalent to mod_rewrite for asp?

I have no experience of Windows servers or asp and am looking at a Windows site with URLs like

ht*p://www.example.com/page.html

With Linux/Apache I would be using mod_rewrite to create an URL for this page like

ht*p://example.com/page/

and I would be using a 301 redirect so that non-www URLs go to ones with www throughout.

Is there a fairly straightforward way to do these things on a Windows server, or would it be better to move the site to a Linux/Apache server?

Advice would be much appreciated.

<added>I have read this thread below: IIS 5.0 and 301 redirection - which to a non-techy does not seem very conclusive on the non-www to www issue.</added>
