I used to be able to explain this very well when I was studying it so I will stumble on with it now. .NET is Microsofts method of allowing code to better interact between all parts of the OS including the internet. You can write code in any language and it will run on the .net platform. So you can write code in C# which will can use code written in Perl which can use data from the internet in XML while running an app on Windows.
