FrontPage- How does one set up directories in the same web?

I'm using FP2002, and would like to set up directories for each of my keywords. For example:
Home page: www.mysite.com
Topic 1: www.mysite.com/topic1
Topic 2: www.mysite.com/topic2
Is this the correct way to set up directories and how is it done in FrontPage?

Right click your root folder in the folder view list at left. Select new and then folder. Name your sub-directory appropriately.
