It would be nothing to do with DW per say. It is all to do with the Character encoding and references you specify in your document. Checkout:

I would try the dreamweaver extensions site. I think I remeber seeing some similar extensions, and I wouldn't be surprised if someone has wrote one for this.

it's easy enough to add Arabic to a page in DW or anything else...set the page encoding to utf-8...use Unicode for all the text...simply put a <span lang="ar"> (or just the lang="ar" statement in any other tag that applies only to the Arabic text) and cut and paste the Arabic text in there

for Arabic you'll also need dir="rtl" of course

it's easy enough to do as long as you start from Unicode for the page
