Dreamweaver(MAC) in Netscape vs. Explorer vs. Safari

Question -

I'm building a site in Dreamweaver. I'm pretty new to this, and I'm not sure why this happens.

When I preview the site in Netscape the site comes out perfectly. When I preview in the latest versions of both Explorer and Safari, I get these little question mark icons instead of the buttons or layers I've set. It's sometime-ish. Only some of the buttons will show up in the navigation bar and others won't.

How do I fix this? Or should I continue building the site, then upload it, then check it out in different browsers.
