Moving onto FrontPage, you were receiving an error when attempting to publish to the server.
"Server error: the folder "/" is marked executable. You are not allowed to put files into an executable folder on this server"
I remedied this issue by clicking the checkbox 'allow authors to upload executables' under the security tab of Frontpage.

The consequences for this "hosting support" workaround are not good - much better to have the frontpage server extensions configured with the correct permissions, for scripts only and not to include "executables". This was what I was told when I spoke with the US based hosting support for my hosting account who quickly implemented the correct settings.
The moral here is, if in doubt ask somebody else
