In the wireless world of PDA's and web enabled cellphones, What programming language are webmasters using for mini-websites that target this market?

Microsoft's Pocket Internet Explorer for Pocket PC's can browse almost any site that its desktop counterpart can access. Therefore, HTML & CSS are fair game for those devices.

What about cellphones and palm OS devices?

modern devices all do HTTP, so nothing really changes... focus on the concept, put your data into a database, have php, java or whatever pull it and put it into a template and serve it to the client - template should be as simple as possible (perhaps just title, navigation, content). Windows Mobile 2003 IE for PDAs can do everything that its desktop brother does (OK, some file types are not supported)... there's also WAP for cellphones but it never took off really.
