I did that but you still have to pay for them.
Is there any sites with 100% completely free to use photos. I cant find one without an initial charge.

Also try photo galleries or flkr.
Many people will let you use images if asked in the right way. Just give them a mention on the site. It enables budding photographers to get there name out. And the rest to brag that someone used a photo.
Look at it this way that image could be thought of as advertising for the photographer. They should pay ;)
istock photo has a wide selection at about a $1 download fee. The photographer gets about .10 of that, I think it stinks, but its an ego thing for the photog.
All have no fee to join. Cost per photo is in the $1 to $1.50 range.
I use dreamstime...$1 download. Good selection.

The guy needs 'pictures of sucessful looking business people' - surely he is hinting that he wants some pictures of WebmasterWorld bigwigs!
I'm guessing it's part of an elaborate stalking plot which ends with a reverse takeover of WebmasterWorld by poodlesandspanielsmonthly.com; watch out for it on the next season of 'Damages'.
I wouldn't recommend using free photos for a business. The website which is hosting the pics claim they are "free" - but who is the photographer? Perhaps the photos have simply been copied from other sites - which means you could be invoiced for $$thousands in the future from the rightful owner.
Anything "free" is suspect for business use - web space, domain names, etc.
Im with longen on this one but if you insist on going the free route, sxc.hu is a great resource.

That isn't free, it's selling links. And a link is worth more than $1 for a stock photo, which is all they cost.
