It has been suggested to me by my web designer that to do a large website which will constant have new content added should be written in php language.

Does this mean i need a content management system as well?

Where can i learn more about designing, implementing and running php/content management systems?

Yes. A content management system is often written in PHP. That's probably what your designer intended to say. Ask your designer what solution they would recommend. If they aren't able to recommend anything - find a new designer. If you're very new to web site management, you'll likely need professional help. Maybe not... There's several open source content management systems available. [opensourcecms.com...]
