I work in a team on a local council (.gov.uk) web site here in the UK.

We are collacting our stats but we are being asked what is an average stat?

Our visitors are averaging 4-5 minutes on site time with an average unique visitor rate of 1.5 thousand a day.

What is the "average" length of time on a site...?

Chris,

There really isn't an average "stat." I believe the length of time a visitor spends varies by the nature of the site.

The number of pages depends on both the length of the web and the type of website.

What would be more important is to track the length of time people do spend on your site and discover what causes them to hang around longer and to come back more often.

For what it is worth, on my site (a vacation planning site on Honduras), month in and month out, 20% of the people spend 5 minutes or longer on the site.
