Well I know of Microsoft's Art Gallery, it's a good place to start. [dgl.microsoft.com...] But I'm looking for other sites that provide more variety and better quality.

You can try royaltyfreeclipart.com. They have a lot of tired material. Some are jewels though.

For free stuff, just try a search for "free clip art" on Google, Fast etc. You'll be able to find some reasonable stuff. I reckon you'd be better off spending a few quid to get a stock image collection. We use on with about 600,000 images that cost about £60, I think. A bit short on photos, but hey, at .01 pence/image it isn't bad. One of them should last nearly for ever
