Does a ban on yahoo ever expires? If so, how long does a ban normally last?

I know of a site that has been banned 3 years now, since the old Inktomi days.

No!
Perhaps you think the banned sites are being handled in some sophisticated and automated way? Do you see any evidence for that?

No. It doesn't seem so to me at least.
My site was banned just after Yahoo! switched from Google two years ago, and it never came back, only for exact url search. I sent a few reinclusion requests - canned responses.
BTW this site has been in ODP, and in Yahoo!'s own directory since 2000.
It performs quite good in all other SEs, except Y!
I gave up..

Yahoo is the ultimate human run search engine. If one day someone looks and doesn't like you can be banned for life. For all those web masters who like strange colour schemes beware!

I have had a site that is 98% unique and even has a pleasant colour scheme banned for 4 years. It came back for 1 day and i got about 30 hits. Then ... it was again lost in the human trash bin by some corrupted idiot that prolly got paid to put it there.

There is a re-inclusion request that is apparently looked at by more humans but this can be labeled an number of things none of which are particularly flattering.
