There are at least two reasons I believe.
It happens when you delete pages in your site and they remain for some time in Google's index until they are finally dropped. (Happened to me.) I think it also happens when Google finds new pages in your site but don't index them immediately. Like Google just marks the URL to return later and have a closer look.

It also happens when you have 2 pages of duplicate content on the same site. Usually one ranks and the other goes url-only. arran.
