|Hijacked - please point me to steps to take|

My site has been hijacked and when I do a whois my ip and technical information shows up, so I cant call his host because it is showing mine.
Can someone point me to the steps to take to notify Google and yahoo and anyone else via dmca, and how to resolve the offenders url to an ip address? I've tried several whois, they all return my ip.
From the wayback machine it appears this site has done this to other people's sites before me.
I tried searching here, and there are many of 30 page threads on the topic, is there a single place to look for what to do?
