Am I going to get penalized if a domain expires for a couple days before I can renew it?

no - as long as the dns stays the same.

I am moving all my domains from ISP-1 to ISP-2. However the nameservers will remain www.nameserver.com and I will only change the A records in the nameserver configuration.

Will this have any effect on the listing and ranking of my domains? I believe Google does not do IP caching any more.

Do I need to retain the pages on the old IPs for a few days?

Should be ok, althopugh when I do this I leave the old content in place for 4 weeks to be safe.
