Does Google has "memory" between indexes?
or will it start over every month or so?

one of my site used to rank very well on google for a few years now, until 3 months ago- then, for some reason, traffic slashed by 90%-
and, there's NO black / grey seo whatsoever, all is white.
These days, my site receives a small amount of visitors from google, and everything i try to do doesn't help.
The fact that I still get traffic suggests to me that my site wsan't penalized- just was hit by some kind of filter.

I fear that Google has a "memory" and it flagged my site for something I'm not aware of, and it remembers that, and doesnt let go? I wonder if anyone had a similar experience?

I changed everything I could have thought about. Yet no improvement from Google.

You can:

email webmaster at google.com with the subject "reinclusion request"

and they'll tell you if your site is penalized or not.

Google's reply was:
"We weren't able to find any problems with the way we index your site" - which doesn't suggest no penalty, bug doesn't suggest there is a penalty as well.
Any idea?

There was a Google Update in February. That could be part of the cause for your loss of ranking.
