How sensitive is google to keyword order?

Lets say I use a keyword suggestion tool and I get a list of key words and they are:

example store
example girl store
example girl clothes store
example mall store

do those keywords have to be grouped in the order they are suggested to be relevent for the search term?

Well, I have one site that's number one in 2 million for

keyword1 keyword2

If I search for keyword2 keyword1 I'm 18th, and therefore not on the front page.

Not that keyword2 keyword1 makes a lot of sense for my site, so I'm not concerned.
So yes, order is actually mighty significant
