welcome to WW world. If the new domain is getting spidered by googlebot (check your stats) you will get PR someday in the future...however it can take a couple months before you see the true PR.

Welcome to WebmasterWorld Zardoz! Assuming Google is crawling the 500 sites and that the 500 sites already have PR then you just need to wait a few weeks (only Google nows when). If your sites have no PR they can not pass PR. Also you should make sure that your 500 sites are distributed across different IP addresses.

Only sites that have their own backlinks outside of your network will count. You can't just create 500 sites and get PR.

Search for "+www.domain.+com" that will show all sites that link to you no matter what. (as long as they are in G)

"wait" is absolutely correct. I set up a new site about 6 weeks ago and it still doesn't have any PR, this in spite of quite a few tasty inbound links from high PR sites. Just wait. Be patient. Don't panic. You'll see.

Yes it is correct even with the "". Try "+www.webmasterworld.+com" you will see a ton of links.

| Not neccessarily links. If found lots of pages citing an URL but not actually linking. I really wonder when SEs will start to regard "www.mydomain.com" without "href" as something like a link. Might be interesting to use them - at least from pages known not to be spamming a lot.
