Which is better?
keywords in Reference_Tags or keywords in the text on you pages

Which is better for rankings? keywords in Reference_Tags or keywords in the text on you pages?

To do both it seems to put your keyword density too high. Im shooting for 2 to 8 percent. I have to cut down on 1 or the other. Can someone answer this question?

Do you mean the anchor text, <a href="http://www.example.org">anchor text</a> or title attribute <a href="www.example.org" title="example">anchor text</a>?

Anchor text has value for the page being linked to, but probably just normal kw value for the page it is found on. Title text probably doesn't help much. Alt text in <img> probably doesn't help a lot either, it having been used for spamming SE's in the past.
