Yes, Brad. You are right. Virgilio has a human edited directory, and is also powered by Google.
the other two major italian s.e. instead, inwind.it & arianna.it use Fast search

I like this engine, because it adds links for using the "link: " and the "related:" - function to every listed result site (similar to the former google-driven ilor.com)
So you can easily see what pages link for example to your competitors and if thats the cause why they are on top.

[rediff.com...] (India's Major Portal) use Google's DB.

It only uses Google´s results if you select the mundial ( it means worldwide ) option.
The default search use Google´s technology to search on their directory.
It only jump to "mundial" option, when he doesn´t find enough results on the default search. This happen when you search for any english word. ( Sapo doesn´t allow you to add to their databases sites that aren´t portuguese ).
If you search for webhost, it jumps to "mundial" option and retrieve results from google.
But if you search for the portuguese word for webhost ( alojamento ), it doesn´t serv results from Google, but from the directory of Sapo.
