a vague question, and my apologies if I am hinting at something at completly different.
but if you are looking to get "that PR9" backlink from a certain site for a few $000 a month > then forget it, it wont help.
like I said I may be completly on the wrong track here, but just so you know.

There's nothing to keep anyone from buying a text link for its intrinsic value as a link (i.e., as a source of referrals). But Webmasters who buy links shouldn't get huffy if Google chooses to ignore links from the PR9 site in question when calculating PageRank. After all, those Webmasters paying for buying PageRank, were they? :-)
