Is there a domain blacklist that Google makes public to see if you have a banned URL?

Just asking because I saw some really great domains for sale pertaining to my industry, and it got me thinking, were these let go because they were banned from Google perhaps? Would love to know if there is an area I can see these at.

No google blacklist sorry. An easy way to tell is to wait until this upcoming google update completes and check the PageRank of the sites with the google toolbar (http://toolbar.google.com/). If the site has a white or grey bar for the pagerank I might be a little leery, if you see a green bar then you should be ok. The higher the PageRank the better.

So you mean there is no way to tell if you are buying a non-SE banned domain? Darn..

I believe GoogleGuy said they had filters in place that dropped penalties from expired domains from spammers.

Maybe do a search for "expired domains forum3" or something and you can get more from someone else who knows exactly what thread it was....

But if you want the domain, and it's a really good one, then definately get it. Penalties can be removed.
