Google vs. link farms

Could some afilliate programmes be considered link farms and therefore be cause for drop of PR by Google. I've been checking out some competing websites with little relevance to my keyword combination who manage to rank 1st based on having 100's of backlinks from 'link farms'. Google doesn't seem to spot them and in fact some of them who seem void of any contents other than links rank 5! I don't get it!

Google does spot the link farm offenders, maybe not all, but a lot... I know of one site, the owner was most likely not aware of the Google ban on link farms and she unwittingly signed up, I believe. Her site is not credited with any backlinks. Her site now has a PRzero. Can anyone please tell us whether this lady's site has a chance to redeem itself or whether it is just better for her to get a new domain name and start over CLEAN? I think she needs to start over with a new domain name. But please give your opinions. Thank you.
