should i submit a site a month beforehand the completion of the site since the bots or editors like yahoo will pick it up only like a month later.though it's not such a good idea -a gamble ?
mainly for ODP & Yahoo which is reviewed by editors.

I'd wait until the site is complete before submitting to any directory or search engine. I think your site would risk being rejected by an editor if they find areas that are still under construction.

Agreed - wait until it is finished or just about finished. Some bots will surprise you and show up immediatly. If they get a 404, they can flag the page as bad for months on end.
