Is it possible to automatically create line graphs from xml data?

Do you mean in ASCII?

If you want to generate, say, an image graph that'll depend on your server-side implementation.

Have a look at SVG.

there is an interesting example which you will find by entering
"hedges svg xml"
into gargoyle ;-)

Preferably I would like to stay away from svg as you need to download a viewer to see the file.

Check out Vector Markup Language (VML). Works without plugins in Internet Explorer 5+.
