If i register a domain name with Goddady.com, do i have to use their web hosting service. If not, how long do i have to wait before am allowed to transfer it to another provider.

You don't have to use their hosting.

And if all you want to do is set the DNS to point to a different hosting service, you can do that immediately on registering the name.

If you want to transfer the domain to another registrar, I believe most places make you wait 30-60 days after registration before you can move to another registrar. (But in this case, why would you register it with GoDaddy if you want to transfer the domain elsewhere?)

Possible reason: cost. If Godaddy is much cheaper than the registrar he really prefers, buy domain for 9 years at Godaddy, and then transfer to a registrar he likes in 60 days.
