Is hidden CSS rollover content considered cloaking?
Page description appears when you roll over page title

Hello all,

When you rollover my page title on <snip>, a page description appears through the use of a javascript show/hide layers script. Is this considered cloaking? Is google penalizing us for this?

Welcome to WebmasterWorld :)

It's not cloaking, but it may be considered "hidden text". However, I took a look at your page before snipping the URL and I could not find what you were talking about. There were no mouseover events that I could find.
