The database from ip-to-country or any other ip to country service such as hostip.info can help you. They are quite reliable.

You can also look for country ip hostip.info ip-to-country with the language of the script you intend to use. You will find many free scripts that are quite easy to adapt.

You might also want to try the MaxMind databases. They have Apache modules which will add an environment variable defining the country/region which you can easily reference with almost any scripting language.

I find the CSV database on this site: [software77.net...] is completely free and very accurate. Best way is to import the CSV into an Access or SQL database and run a script as described on their website. If you cant do it yourself with the included examples, then point your webmaster in the direction of this website and they should be able to do it in a matter of minutes (depending on your setup).
