I would like to feed visitors from certain country with certain content. Will this be considered cloaking?

Yes, but isn't that a "cloaking whith no regret" as Claus explained to us just now on the other thread: "Country Content ... is it cloaking?"

There are many types of cloaking. Serving different cloaking based on the language settings or IP address geographical location are types of cloaking.

Are they types of cloaking that will be penalized? Probably not.
