Is redirecting domains on IP detection considered as page cloaking?
Any feedback welcome

I need to determine whether changing one domain (i.e .fr) to another domain (i.e. .co.za) after detecting the user's IP is considered as page cloaking?

How strict are search crawlers or human-powered directories with regards to above method?

Welcome to WebmasterWorld :)

In my opinion it is not cloaking. Redirecting is a different animal from cloaking. A redirection is a visible change of location (URL).

I am unaware of the ramifications (indexing-wise) of the type of redirection you are talking about...
