I found out that one of my competitors has 3 different
websites that are exactly the same material, just different keywords in the URL.

www.bluewidgets.com
www.greenwidgets.com
www.redwidgets.com

If I go a google search on blue widgets
www.bluewidgets.com comes in #1
www.greenwidgets.com/special_widgets comes in #2

If you click on the greenwidegets results, the greenwidgets/special_widgets comes up and then after 3 seconds it redirects to bluewidgets.com

Is this in violation of the google rules, should I report this to the google police?

I wouldn't. I can assure you, they did it for the type in value of the domains, not the search engine rankings. Is it just me or does anyone else feel like we're living in a state of permanent 2nd grade with all the tattle tailing one sees talked about around here.

Don't bother reporting him - beat him.
Is the content relevant? If yes, you'd be wasting your time reporting him I think :)

In answer to the question in the title of the post, no that is not cloaking.

it's just a gateway domain redirecting to the main site.
