As far as I am aware, Dreamweaver does not have a feature where you can import a website into it from the web with the site structure maintained. Instead, I use Microsoft Front Page for this purpose.
If you have a local copy of your site, then you just define it as a site within Dreamweaver.

Yes, you can "import" a site. All you need to do is create a new site within Dreamweaver - in other words, name it and give it the appropriate root locations of local files and remote files.
