Welcome to WebmasterWorld shashank_hi.
There are a quite a few threads on building traffic here. A bit of reading will go a long way towards helping you. ;) Perhaps these for starters [google.com].

Since you keep mentioning PR, I assume you are focusing on Google.
What year were these articles written? Did any of the articles mention the difficulty of getting new sites to rank well in Google?

Getting rank on google was not the principle of my question, but well, if it helps getting a good traffic, who minds it. I just wanted to refer that I suppose a good PR (if pr 5 is good) also hasnt helped me get a good traffic. :(

For the term java, applet etc, i'm listed out of the first 100 while for certain terms i do get a page 1 or page 2, but they rnt searched often.
